means an industrial chemical that:

• is produced in the course of the manufacture of another industrial chemical; and
• is consumed in the course of the manufacture of the other industrial chemical; and
• is not intentionally removed from the equipment in which it is manufactured (other than by sampling); and
• is not likely to be released into the environment during normal operations.
