It's time to submit your annual declaration for 2023-24
It’s time to submit your 2023-24 online annual declaration. An annual declaration is evidence that your chemical introductions were authorised under the Industrial Chemicals Act 2019.
Who must make an annual declaration for 2023-24?
Every industrial chemical introducer (importer or manufacturer) must make an annual declaration if they introduced a chemical for commercial purposes between 1 September 2023 and 31 August 2024.
How to make an annual declaration
The annual declaration form is available on AICIS Business Services. It is due by 30 November 2024.
When completing the annual declaration, select the categories that applied to your introductions. There are 6 AICIS introduction categories and each category has a legal definition. If you select a category, it means you have already checked that the chemical you imported or manufactured met the criteria for that category.
Listed introductions – Select this if you introduced a chemical that was listed on the Inventory and introduced in accordance with the chemical's 'Inventory terms of listing'.
Exempted introductions – Select this if your chemical introduction was categorised as exempted (very low risk), then select all the exempted introduction types that applied. Keep reading for more information on this topic. You also need to submit a post-introduction declaration for some exempted introduction types.
Reported introductions – Select this if your chemical introduction was categorised as reported (low risk) and you have submitted a pre-introduction report to AICIS.
Assessed introductions – Select this if you held, or were covered by, an AICIS-issued assessment certificate.
Commercial evaluation introductions – Select this if you held a commercial evaluation authorisation issued by AICIS.
Exceptional circumstances introductions – Select this if the Minister with responsibility for AICIS authorised the introduction.
Did you introduce chemicals in the exempted category?
This year, there’s an addition to the annual declaration form. If any of your 2023-24 introductions were in the exempted category, you’ll need to select all the exempted introduction types that applied:
- Introductions where the highest indicative risk was very low risk
- Polymers of low concern
- Low-concern biological polymers
- Industrial chemicals that were solely for use in research and development
- Manufactured soap
- Chemicals that were imported and subsequently exported
- Chemicals that were comparable to listed chemicals
- Polymers that were comparable to listed polymers
- Chemicals resulting from non-functionalised surface treatment of listed chemicals
